No, the Congestion Charge is not included. It is your responsibility as the driver to pay it.

The Congestion Charge is a £15 daily charge if you drive within the Congestion Charge zone 07:00-22:00, every day, except Christmas Day (25 December) and does not include the Dartford Crossing Charge.

You can pay in advance, on the day of travel, or by midnight on the following charging day.
